<p><a href="http://www.disabilityfilms.co.uk/files/2012/04/pt09-insurance-disability.jpg"></a>Substantial start-up funds will be set aside in the upcoming budget for the national disability insurance scheme.<br />
The Weekend Australian reports funding for the $15 billion program will begin to be rolled out even though the federal government is insistent on returning the budget to surplus in 2012/13.<br />
The idea of a disability insurance scheme was initially pushed by cabinet minister Bill Shorten when he was parliamentary secretary for disabilities in the Rudd government.<br />
Families Minister Jenny Macklin has championed the idea for almost four years.</p>

<p>Racing with the Hamiltons: Nic in the Driving Seat<br />
10.35pm, BBC One, Tuesday 6th March</p>
<p>Becoming a racing car driver isn’t easy for anyone, especially when you have cerebral palsy and your older brother is the world’s youngest F1 winner. In a sweeping one-hour documentary that captures the highs and lows of starting out on the racetrack, Nic hits the competitive Clio Cup to see if he has what it takes to make it as a driver.</p>
<p>October Films has worked with Rosa Monckton who speaks to parents who are facing the challenge of allowing their children, who have with learning disabilities, to lead independent lives.</p>

<p>This is a moving documentary about a team of young men all mostly containing spinal disabilities and documents their emotions throughout the build-up and during the Paralympics in Athens in which they all play full contact rugby for the USA. They share with us there experiences of being disabled but prove that disabled people are more than capable than others that may have mocked them in the past.</p>
<p>Personally I would give this film a 7.5/10</p>

			<content:encoded><![CDATA[<p>An arizona law suit may be forcing Harkins Theatres to equip their cinemas with the necessary equipment for deaf and blind people.  They agreed to install descriptive video systems in almost all of their theatres by January 2013.  Only two of their theatres will be exempt from this.</p>
<p>Apparently, by not already having this equipment installed they were commiting illegal discrimination.  The company is not admitting that they are guilty, but rather than continue to go through a long legal process they would much rather just add the equipment.</p>
<p>As a result, Harkins has made an agreement to do promotional events at theaters when the equipment is installed and will provide up to 1,000 free admissions to individuals who are disabled.</p>
