This is a French film though it is set in New York in 2095. It is based on a French comic book and some of the characters are CGI (animations).
The main female character, Jill, has amnesia. There is also a character, Nikopol who has been cryogenically frozen for the past 30 years. In an accident he apparently loses one of his legs.
